Glitz Fix is a water-based adhesive for the skin. It comes in a clear glass bottle with a wand, similar to a lip gloss.

Simply use the wand like a brush and outline your designs onto the skin. Allow the Glitz Fix to set for about a minute, then brush on glitter (you may also use mica, of course).
